Tibisay earned a Bachelor Degree in Industrial Relations from Andres Bello Catholic University in Caracas, Venezuela. In addition, she fully completed the relevant course work, recognized by the Human Resources Professional Association in Ontario, towards CHRP designation. She is a good standing member of the Human Resources Professional Association of Ontario.
